DER stands for Defense Efficiency Rating. It serves two purposes:
(1) DER is an at-a-glance indication of how well-defended you are from incoming ground or air attacks based on your idle defending unit's Damage and the amount of land you have. The minimum DER is 1% and the maximum is 500% (Exception: If you don't have any defending units, your DER is None). A nation with 100% DER has a standard, appropriate size army for his size nation.
(2) DER is also a bonus / penalty system. When attacked by an enemy, your defending units' *actual* damage output will be multiplied by your DER. Therefore, if you have a 50% DER, your defending units are half as effective as normal. If you have a 300% DER, your units are 3x more effective as normal.
It's your goal as a leader to maintain the highest possible DER by building and maintaining a strong defensive army! As you expand your nation larger and larger, it becomes exponentially more difficult to maintain a good DER."
