Resource-share: Everyone builds their own units, but a few nations make access oil and metal to share with the rest.
Similar to One-for-all but here a few of the pact members will build extra metal mines and/or extra oil rigs AND those players will get the spec points for those resources so that others can use specs on other things, other players can use their land for cash or factories, and those players will hold a surplus of extra oil and metal to give to people who run low or need some in an emergency.
The Pact can either work separately and only share resources or they can work together Declaring war on enemies at the same time as mentioned in previous strategies.
